Dr. Bell saw Dr. Laing on duty going to

deliver a child noticed that he was drunk but did

not stop him from oporating and did not stay to safe-

guard the operation.

With the assistance of the nurses Dr. Laing

finally completed the operation. The mother recovered

but the child did not live.

Dr. Bell did not report Dr. Laing but

reprimanded him verbally.

Dr. Laing was reported by nurses to Dr. Bell

as drunk on duty. Dr. Bell drew up a letter to

Government reporting him and showed it to Dr. Laing.

On Dr. Laing'a entreaties, Dr. Bell did not send in the

report.

Dr. Laing made a drunken disturbance in his

quarters and Dr. Bell then reported him to Goverment.

Dr. Laing was found guilty by Governor in Council but

in view of his good previous record he was allowed to

resign.

Dr. Bell was reprimanded by the Governor and

appealed against it. In sending to Secretary of State

copy of Dr. Bell's appoal, Sir M. Nathan wrote:-

"Apart from his conduct in connection with Dr. Laing's

case of which I was unable to take other than a

serious view, Dr. Bell's service under this Goverment
